Conversion law violation is a criminal offense

GANDHINAGAR: From now on, anyone wishing to convert will have to tell the government why they were doing it and for how long they had been following the religion which they were renouncing, failing which, they will be declared offenders and prosecuted under criminal laws.

Forced conversion could land those responsible a three-year jail term. This clause is contained in the rules of the anti-conversion law which came into effect on April 1.

The new law is called Gujarat Freedom of Religion Act, 2003, and took five years to be implemented because of the failure of the state government to come up with rules on the kind of information to be provided when applying for permission to convert to any religion.

The Bill confirms that Jainism and Buddhism are not sub-sects of Hinduism. The rules have been published in the Gujarat government gazette.

The rules make it obligatory for a priest seeking to convert someone from one religion to another to take prior permission of the district magistrate in order to avoid police action.

The priest, in fact, will have to sign a detailed form providing personal information on the person whom she/he wishes to convert, whether the one sought to be converted is a minor, a member of Scheduled Caste
or Tribe, her/his marital status, occupation and monthly income.

Anyone willing to convert will have to apply to the district magistrate a month before the rituals and give details on the place of conversion, time and reason.

After getting converted, the person will have to obligatorily provide information within 10 days on the rites to the district magistrate, reason for conversion, the name of the priest who has carried out the ritual and full details of the persons who took part in the ceremony.

The district magistrate will have to send a quarterly report to the government listing the number of applications for prior permission, comparative statistics of the earlier quarter, reasons for granting or not granting permission, number of conversions, and number of actions against offenders.

Christian arrested in Jabalpur

Pappu Tekchand Burman alias Vijay ( 40) was denounced by Bajrang Dal and Dharam Sena in February, but no action was taken by them at the time. On the night of 24th April 2008, thre was a knock on the door at 12:00 midnight and police took Vijay from his residence near Timber factory Bhonga Dwar Kajarwara Jabalpur to the police station accusing him of converting people.

He was let off at 1:00am and returned home.Again, on 25th April, the Police arrived at his home and and took Vijay to the Police station and laid charges on him under Section 3 (4)and 295. The former is for conversion and the latter 295 is that he "demoralise or criticize other god goddesses".

Vijay was taken from the Sadar Cant police station to the Civil Court were his bail plea was rejected. He was then lodged in Subhash Chandra Bose Jail. The pastor and believers and the GCIC representative Rajesh are all trying for his bail. Pray for his early release.

Sanction to prosecute VHP activists refused

JAIPUR: The Bharatiya Janata Party-led government in Rajasthan has refused sanction to prosecute 14 Vishwa Hindu Parishad (VHP) activists, accused of attacking a Christian priest here a year ago. It has ordered the closure of police investigation while asking the trial court to accept a previous charge sheet as valid.

A gang of 20 VHP activists, led by its Jaipur unit general secretary Virendra Singh Ravana, allegedly attacked Pastor Walter Masih in his prayer room – situated barely one km away from the Chief Minister’s official residence here – on April 29 last and ransacked his house. The priest was allegedly thrashed with lathis and rods and left profusely bleeding. Police arrested 14 accused and registered a case against them under six sections of the Indian Penal Code, relating to rioting, causing hurt, house trespass and causing damage.

The prosecution filed a charge sheet against the accused in the trial court in August 2007, but informed the court that the charge sheet was incomplete as the probe under some other charges was pending. Police added IPC Sections 153-A (hate speech), 295-A (insulting a religion or religious beliefs) and 505(3) (offensive statements made at a place of worship) to the charges against the accused during investigation and sought the State government’s sanction for prosecution as required by Section 196 of the Criminal Procedure Code.

Meanwhile, the accused were released on bail by the Rajasthan High Court after its denial, first by the trial court and later by the Sessions Court, on the basis of prima facie evidence produced against them. The case in the court of Judicial Magistrate No. 16, Jaipur city, has since been pending for arguments on charges.

The in-charge of Sodala police station has now informed the trial court that the State government has refused sanction for prosecution of the accused under the new IPC sections and the investigation in the case has been closed in compliance with an order of the Superintendent of Police. Police have requested the court to treat the previous charge sheet as final and valid even though the government’s order has not specified any ground for denial of sanction. Interestingly, the District Magistrate is empowered to give sanction under Sec. 505(3) without referring it to the government, while the latter’s sanction is needed for prosecution under Sec. 153-A and 295-A.

Civil rights groups here on Sunday registered a strong protest against the government’s decision, saying it was “patently illegal” and aimed at protecting the criminal elements of the VHP by ensuring that they faced trial under mild sections of IPC. They accused the BJP-led government of pursuing a policy to intimidate religious minorities. People’s Union for Civil Liberties State president Prem Krishna Sharma told journalists that this “fascist approach” of the ruling BJP was dangerous in view of the Assembly elections due this year. “With the elections coming nearer, there are clear indications that the BJP will openly threaten the minorities and give a free hand to its rank and file to attack them.”

While Pastor Walter Masih demanded justice, the activist groups pointed out that the government had followed a “communal pattern” by giving prompt sanction in a case against Father Thomas of Emmanuel Mission in 2006 and withdrawing the case against VHP leader Praveen Togadia in 2007. The government also withdrew in 2004 more than 250 criminal cases, in which several Ministers were involved.

PUCL lawyer A.K. Jain said the activists would take recourse to the Right to Information Act to demand that the government spell out reasons for denying sanction to prosecute the VHP activists and lodge a complaint with the Governor S.K. Singh. The civil rights activists will also organise a rally on the issue before the case comes up in the court for the next hearing on April 25.

“We will burn you like Graham Staines”

Two young women from a Gospel for Asia Bible college were chased and threatened by 70 anti-Christian extremists after conducting a worship service in Orissa, India. Chunile Wyn and Preeja Sushan are student missionaries serving their internship in Orissa.

On Sunday, the extremists entered the building where the women were worshipping with 15 other believers. The radicals carried sticks and stones, but all the Christians escaped the church unharmed.

However, Chunile and Preeja were still in the building, and the anti-Christians surrounded them and shouted threats.

“We will burn you alive like Graham Staines and his children!” they shouted at the women. Graham Staines, an Austrailian missionary in Orissa, was burned to death in 1999. Religious extremists set fire to the vehicle Staines and his two young sons were sleeping in, killing them all.

The extremists eventually let the women out of the church, but then chased them through the streets until the girls found a phone booth. Chunile and Preeja called their Bible college, and a pastor came to protect them. By the time he arrived, the extremist crowd had dispersed, leaving only threats that the women must never come back to their village.

Chunile and Preeja request prayer that they can continue their internship without fear. They also ask for prayer that the anti-Christians will realize Christ’s love for them and stop hindering the Gospel. Also lift up the district pastor in this area, that he will be able to stand strong and encourage the local believers.

The Church needs no lesson in Nationalism

T’PURAM: The Christian Church in Kerala need not be taught nationalism by anyone, Union Minister for Overseas Indian Affairs Vayalar Ravi said on Sunday.
He was inaugurating an all-faith meeting convened to mark the platinum jubilee celebrations of the Syro-Malankara Catholic Church’s St Mary Queen of Peace Pro- Cathedral at Palayam here.
There are few communities that have cultivated a sense of nationalism like the Christians in the state.
No one need to teach them nationalism, he said, referring to the recent attack on Christian educational institutions by Left students’ organisations.
There is no justification for the revengeful attacks on Christian organisations supported by the government.
The Left students’ organisations are competing with one other to launch attacks on Christian institutions. Such acts are unconstitutional and insulting, Vayalar Ravi said.
Catholicos Moran Mor Baselios Cleemis, the head of the Syro-Malankara Catholic Church, presided over the function. Uthradam Thirunal Marthanda Varma delivered the keynote address.

Christians arrested in MP

News just came in about 4 pastors belonging to GFA who have been arrested in the Ratlam district of MP. On the 28th March 08, the pastors were with a crowd of Christians watching movies on the life of Jesus, when police arrested them.
According to reports they were presented to the local magistrate on the 29th but they case has been postponed till April 1st 2008. The police it seems purposely presented them to the magistrate late in the evening so that bail would not be granted.
They have been charged under sections 3 and 4 of the MP freedom of religion bill.
Local Christians say that more arrests of Christian pastors are being forecasted in the area, as the police have become pawns at the hands of the Hindutva elements sitting in Bhopal.

Hindu Extremists Assault Christian Family in India

Group threatening to kill believers in Madhya Pradesh demands to abuse 15-year-old girl.

REWA, India, March 27 (Compass Direct News) – Hindu extremists in a village in Madhya Pradesh who have harassed and threatened local Christians beat the grandparents and aunt of a 15-year-old girl last weekend when the Christian family refused to allow the group to rape her.

Shouting anti-Christian slogans and curses and drunk from a Hindu festival, nine members of the Hindu extremist Bajrang Dal on Saturday (March 22) arrived at the home of Brij Gopal Saket in Bahera village, Rewa district, and demanded that he turn over his daughter Urmila so they could abuse her.

“I pleaded and reminded them that we are brothers from the same village and community,” Saket told Compass. “They deterred not, and told me that by becoming a Christian I am no more of their community.”

Saket managed to lock himself, his wife and his daughter inside their home, but the intolerant Hindus – who have threatened to kill other members of the community unless they stop worshipping Christ – got hold of his parents and sister while they were still outside. They relentlessly beat Saket’s mother Hirawa Saket, father Sant Lal Saket, and sister Michwa.

“They hit them with rods, sticks and stones,” eyewitness Ram Mani told Compass. “Villagers gathered together to stop this brutal carnage.”

These villagers took the injured to Nai Garhi Primary Health Center, about 15 kilometers (nine miles) away. There doctors found that one of the stones had smashed the bone in the bridge of the nose of Saket’s mother. More than 60 years old, she suffered other head and body injuries.

Saket’s sister also suffered severe head injury. His father, who had been seriously ill the past four months, sustained injuries on his left hand, including a possible fracture of the middle finger.

Villagers recruited and trained by local Hindu extremist leaders Shrikant Tomar and Subhash Gupta (both belonging to high castes), have threatened to kill area Christians unless they too join the Bajrang Dal, youth wing of the extremist Vishwa Hindu Parishad (World Hindu Council). Area members of the Bajrang Dal have continually harassed Christian women and denied Christians access to water from a government-installed hand-pump, said local Christians.

Since becoming a Christian two years ago, Saket said he has been attacked twice before, last January 17 as well as on July 1, 2007.

“The previous attacks were not targeted at my family,” Saket said.

A case has been registered against the assailants at the Nai Garhi police station, but no arrests have been made so far. The names of those recorded in the complaint are Bhagwandeen, Jagdish, Kanhai, Somnath, Ramesh, Suresh, Shivpal, Mohan Lal and Gopilal. Police are awaiting a final medical report.

March 22 marked the celebration of the Hindu festival of Holi in India, characterized by people putting colors on each other, but also used as an excuse for drinking binges.

There are about 40 Christians in the village who are poor, landless subsistence laborers with no political or social influence.

New religion Bill may face the same fate

JAIPUR: The observations made by Rajasthan Governor Shailendra Kumar Singh in his address to a gathering of Christians on the occasion of Easter celebrations here on Sunday have led to speculation that the newest of the anti-conversion Bills in the country, passed by the State Assembly three days ago, would go the same way as the previous one—passed in 2006 and returned to the State Government by the then Governor Pratibha Patil.

Unity and harmony

“We have to respect all religions equally and strive for the uplift of society. Unity in society and harmony could be brought only through our good behaviour and not by Bills and legislation,” said Mr. Singh, a former career diplomat, addressing the gathering of believers at the more than a century old All Saints Church.

“Faith brings mutual confidence. All the religions should be respected equally. This only can create an atmosphere of love and brotherhood,” Mr. Singh said. The Upanishads and the shastras have defined faith, love and belief with good clarity, he said.

Quoting from the Bhagwad Gita, the septuagenarian Mr. Singh said Lord Krishna, while trying to help Arjun come out of his dilemma on the battlefront, had said that in society all are equal and real “dharma” is to carry out one’s responsibilities.

In what perhaps came as a reassurance to the beleaguered Christian community—which is apprehensive of the harsh Rajasthan Religious Freedom Bill, 2008--was the Governor’s participation in two Easter programmes.

Prior to the All Saints Church function, Mr. Singh sat through a two-hour-long midnight Easter vigil service on Saturday night at the St. Xavier’s Catholic Church.

High hopes

Raj Bhawan sources said he had gone to St. Xavier’s as a “commoner”. The midnight church service, which mentioned the presence of the Governor amid the gathering, thanked him for his gesture. As is the practice every year, the congregation prayed for the Rajasthan Chief Minister and the members of the Cabinet as well for “enabling them to do their duties well”.

“The Governor’s act came as a reassurance. It was so kind on his part to participate in two celebrations of Resurrection,” said Collin C. Theodore, Bishop of the Church of North India (CNI), speaking on phone from Ajmer. The All Saints Church comes under CNI.

“We hope the Governor means what he said. We have high hopes on him,” the Bishop noted.

The Rajasthan Freedom of Religion Bill, passed by the State Assembly after it was pushed by the ruling Bharatiya Janata Party last Friday amid protests from Congress and CPI (M) members, has stringent provisions to punish anyone who “converts or attempt to convert” from one religion to another by “use of force or allurement or fraudulent means” with imprisonment ranging from one year to five years. The same is not applicable for those converting back to his/her “original religion”.

Raj Bhawan tight-lipped

Raj Bhawan sources on Monday remained tight-lipped about the “overtones” of the Governor’s speech.

The Bill, after its passage, is yet to reach the Governor, they informed.

Intolerant Hindus Attack Easter Services in India

Assaults on two churches mar celebrations in Karnataka state.

NEW DELHI, March 25 (Compass Direct News) – Hindutva (Hindu nationalist) extremists stormed two Easter Sunday services and beat at least 16 Christians, including two pastors, in the Karnataka state capital of Bangalore and in Shimoga district.

A mob of more than 150 intolerant Hindus on Sunday (March 23) launched an attack on a Pentecostal church in Karnataka’s Shimoga district at 9 a.m., and a group of more than a dozen assailants struck Christians of an independent church in Byapanahalli on the suburbs of Bangalore at 11:45 a.m., reported the Global Council of Indian Christians (GCIC).

“About 150 Hindutva radicals armed with sticks stormed the Indian Pentecostal Church in Gundlikoppa village, around 20 kilometers from Shimoga district headquarters, while the believers were attending the Easter service,” Dr. Sajan K. George, GCIC’s national president, told Compass.

Accusing the church of “forced” conversions without any evidence for the charge, the attackers beat 35-year-old pastor Mandya Nagraj and five others, besides vandalizing church property, George added. The assailants damaged the roof and musical instruments.

Pastor Nagraj had received a threat a week earlier, added George.

Police arrested six of the attackers and provided protection to the pastor after GCIC’s intervention. The Pentecostal church, attended by around 60 Christians, has been functioning for six years with no evidence of attempting to convert people by force or fraud.

Girl Beaten

In the second attack, George said at least 12 extremists led by the Hindu priest of a local temple and his associate, identified only as Puttappa, attacked the Grace Almighty Full Gospel Church in Byapanahalli in Bangalore.

The assailants beat 30-year-old pastor P. Isaac and nine believers, including a 17-year-old girl identified only as Jency. The girl was rushed to a hospital for first-aid.

Following the attack, the assailants went to the homes of a few believers and warned them against attending the church. They also took Pastor Isaac to the police station and sought to register a complaint against him for “forced” conversions. Police interrogated the pastor and subsequently released him.

But police brokered a “compromise” between the attackers and the pastor requiring him to leave the area.

The independent church was established around seven years ago, and has more than 60 members.

Karnataka came under the President’s rule on November 20 last year, when the ruling coalition comprising the Janata Dal-Secular (JD-S) party and the Hindu nationalist Bharatiya Janata Party (BJP) broke up. Legislative elections are expected to be announced soon.

Christian persecution rose to new heights in the state after the BJP and JD-S came to power in February 2006.

There are a little more than 1 million Christians in Karnataka, which is home to over 52.8 million people.

Holiday Attacks

Attacks on Christian holidays are becoming increasingly common in India.

Hindutva extremists beat two pastors of Believers’ Church on Easter last year (April 8) in Salwa village in Madhya Pradesh state’s Mandla district. They arrived at the house of the pastors, Dinesh Toppo and Chandan Chhinchani, to launch the assault.

Similarly, on Christmas Eve of 2007, Hindutva extremists led a series of violent attacks on Christians and their property in Orissa state’s Kandhamal district.

The attacks, lasting more than a week, killed six Christians and razed at least 730 houses and 95 churches, according to a fact-finding team of the All India Christian Council’s Orissa chapter. Hundreds of displaced Christians remained in relief camps set up by the Orissa government at press time. Nuns and Teenage girls attacked by Hindu Extremists

MUMBAI, India (CNA) - A Hindu radical group on Saturday attacked two Catholic nuns and three teenage girls in a western Indian village as they prepared to hold a women’s educational program, UCA News reports.

Sister Merciana Tuscano, one of the Carmelite nuns attacked, told UCA News that radical Hindu men and women attacked the nuns and girls in the village of Sanghoti in the state of Maharashtra.

The mob shouted at the nuns, accusing them of “converting tribal people to Christianity.” According to Sister Tuscano, the mob “told us to leave the village at once and never to come back or else they would break our legs.”

The Catholic group was in Sanghoti, a village about 75 miles south of Mumbai, to conduct programs for tribal women. The group’s activities include running adult literacy classes, encouraging self-help groups, and popularizing the government’s AIDS program.

The Saturday program was to begin at noon, but at about 10:30 a group of about twenty men and twenty women arrived and began to throw away chairs and tables. Sister Tuscano said that when she confronted the group, “the women caught hold of me, pulled my hair and punched me hard all over my body.”

She said that though she cried for help, the group dragged her out of the venue. The three teenage girls tried to rescue her, but Sister Tuscano said they were “hammered” by the mob.

The second nun, Sister Philomena D’Mello, then arrived with other women for the program. Sister Tuscano told UCA News that Sister D’Mello was also attacked. "The mob rushed at her, caught hold of her, punched her all over. When she fell down in pain, a man stamped (on) her stomach twice," she said.

The mob also attacked the nun’s driver, a Catholic, who tried to intervene.

The injured group was rushed to a government hospital in Albag, but were discharged on Sunday.

Sister Floripe D'Silva, vice-provincial of the nuns’ Carmelite congregation, said she would take the sisters to a private hospital for further evaluation. She said all six victims were traumatized by the incident.

Sister D’Silva said the mob also destroyed a grinding machine donated by a non-governmental organization to help tribal women generate income. She said a Hindu social worker who had come on behalf of the government to talk about AIDS was shocked by the attack.

According to a local police official, 13 Hindu men and women had been arrested for the attack, but were granted bail. The official said the attackers, who were followers of a local guru, accused the nuns of “converting the local tribal people to Christianity.”

Sister D’Silva denied the accusation. “It is a humbug charge. We have not converted a single tribal,” she said. She said that the tribal people themselves have told police that the nuns do not preach religion but only train them to lead a decent life.

Freedom of Religion Bill passed in Rajasthan

The government in India’s Rajasthan state sanctioned an anti-religious conversion bill Friday in a bid to scrutinize Christian activities, including allegations of conversions by force and allurement.
The bill, introduced in the House last week, received strong resistance from the opposition Congress and religious leaders in the country. It prohibits conversions by use of force, allurement or fraudulent means, and punishes offenders with up to five years imprisonment as well fines of up to 50,000 Indian rupees (US$1,200).
"Some religious and other institutions, bodies and individuals are found to the involved in unlawful conversion from one religion to another by allurement or by fraudulent means or forcibly which at times has caused annoyance in the community belonging to the other religion," states the bill.
"In order to curb such illegal activities and to maintain harmony amongst persons of various religions, it has been considered expedient to enact a special law for the purpose."
Christian leaders in the state, however, feel that the bill will be misused to torture and imprison Christian missionaries on fabricated charges. Cases related to this have been reported in the past.
"It appears that the BJP (Indian People's Party) government is working on the hidden Hindu agenda to appease RSS (National Volunteers' Organization) in the Vidhan Sabha elections slated later this year in the state," commented Congress Chief Whip Juber Khan.
With a similar bill awaiting the approval of Indian President Prathiba Patil, Khan questioned how the BJP government could re-introduce another bill.
The 2006 Rajasthan Dharma Swatantraya Bill was passed by the House earlier but was returned by then-Governor Pratibha Patil.
Patil had returned the bill to the state government asking to get it cleared from the then-President A.P.J Abdul Kalam.
Despite opposition from Congress members, BJP MLAs (Members of the Legislative Assembly) were unwilling to wait.
”Problems of fanaticism, terrorism and secessionism have always arisen in the areas where Hindus were reduced to minority by large-scale conversions,” claimed BJP MLA Nand Kishore Garg.
Rajasthan is the sixth Indian state to pass an anti-conversion bill into law after Madhya Pradesh, Orissa, Gujarat, Arunachal Pradesh and Himachal Pradesh.

Jaipur (PTI): The BJP government in Rajasthan is all set to take up
an anti-religious conversion bill in the ongoing assembly session
for discussion and passage on March 20 despite strong reservations
on it by Opposition Congress.

The Congress has warned that it would protest inside the House and
on the streets as the bill, reintroduced by the government, was
a "hidden Hindu agenda to appease RSS in the state assembly
elections slated later this year".

The Raje government has introduced a fresh bill, the Rajasthan
Dharma Swatantrya Bill, 2008, last week with some changes as the
earlier measure, passed by the Assembly through a voice vote on
April 7, 2006, was still pending with President Pratibha Patil for
assent.

Patil, who was the then Governor of Rajasthan, had returned it with
objections in certain clauses to the assembly. Later in 2007, the
Raje cabinet had "re-submitted" the bill to the Governor for
approval, but Patil had referred it to the then President A P J
Abdul Kalama with her remarks.

"The 2006 bill is still pending with the President. Let that be
decided or returned. It was only after that the BJP government
should have thought of reintroducing the bill on the same matter,"
Congress Chief Whip Juber Khan told PTI.

"It appears that the BJP government is working on the hidden Hindu
agenda to appease RSS in the Vidhan Sabha elections slated later
this year in the state," Khan said.

Evangelist arrested near Ujjain

Police yesterday arrested an evangelist working with the Indian Evangelist Team in Ujjain, 140 kms from Bhopal on false claims and allegations made by a staunch Hindu militant group.

Evangelist Tulsi, 26 years old, was beaten and handed over to the police by the RSS (Rashtriya Swayamsevak Sangh) members on fabricated charges.

After Tulsi was handed over to the police at the Maksi police station, the officials along with the RSS goons made up false cases against him. They locked him alleging he is converting people to Christianity by force.

The Christians residing in the area, when requested the police to grant permission to meet Tulsi, were refused and asked to gain permission from the RSS leaders.

Furthermore, Tulsi was made to sign on blank papers by the police and even forced to recite Hindu religious chants for which he refused. “They even offered to free Tulsi if he can forsake Christianity,” added GCIC, a Christian Human Rights Group in Bangalore.

Tulsi has been charged under the IPC section 295 and 153.

Christians flay Dharna by VHP, BD

Bhopal, March 2: Christian community condemned the Dharna organized by Bajrang Dal and Vishwa Hindu Parishad (VHP) in front of the Churches in Madhya Pradesh and the one held in-front of the Jehangirabad, St. Francis Cathedral Church in Bhopal.

Archbishop Dr. Leo Cornelio, in a statement issued here on Sunday said, "the Government must treat all communities equally and stop these organizations from destroying the peace and harmony existing in Madhya Pradesh."

In a statement the Regional Public Relations Office said," It is since quiet some time that Vishwa Hindu Parishad (VHP), Bajrang Dal (BD) and its associates organizations are trying to spread communal hatred against Christian community in Madhya Pradesh.

The fundamental organizations accuse the Church of forced conversions through social service and education. The present crisis is said to be the recommendations of the Ranganath Mishra Commissions to allow reservation to persons who got converted from SC to Christianity and Islam.

The Christian organizations refuses to buy this argument because if it is to protest the decisions of the commission it should be done at a place which is the symbol of Union government.

While talking to the media persons Fr. Anand Muttungal, spokesperson for catholic churches said, "It is an out right violation of Christians to live in dignity and freedom with full honour so it is violation of fundamental rights of Christians." Since all these organizations are from the ruling party it looks like that the ruling party is not in a control of the situation or they knowingly keeps silence. For a healthy society both are very bad.

It is the need of the hour for the administration to be fair and effective in administering justice.

Major Christian organization, Catholic Church M.P, Indian Catholic Youth Movement, All India Christian Council, Christian Assembly, Madhya Pradesh Isai Mahasabha and Christian leaders , Anup Jose , Mrs. Sheela Shantyago, Sr. Sneha , Saji Abraham, Babu Solomon etc. condemned the incident.

Madhya Pradesh Christian Assembly

The Madhya Pradesh Christian Assembly (MPCA) took a serious note on the 'dharna'organized by Bajrang Dal and Vishwa Hindu Parishad (VHP) infront of the Churches in Madhya Pradesh and the one held in-front of the Jehangirabad, St. Francis Cathedral Church in Bhopal.

The Assembly said that party, front or councils should not organise 'dharna' in front of religious institutions which may hurt religious sentiments.

The Government should treat all communities equally and stop such organizations which may disrupt peace and harmony of the State.

Catholic Association of Bhopal Archdiocese

The Catholic Association of Bhopal Archdiocese (CABA) condemned the demonstration carried by members of Akhil Bhartiya Anusuchit Jati Arakshan Raksha Manch Bhopal (Madhya Bharat) in front of Jehangirabad Church. The Association condemned by saying that members shouldn't organise such protests in front of religious place.

More attacks in Madhya Pradesh

22nd February 2008:

Christian participating in a lent meeting were attacked in the Kosmi area of Balaghat district of MP by Bajrang Dal people who then dragged Christians to the police station to lodge an FIR against them.

The Bajrang Dal people attacked without provocation and they were constantly shouting, "Dharmantaran Band Karo." (Stop Conversions).

Mr. Sunil Marawi and Brother Tom George from Kerala are the ones who have suffered physical injuries the most.

The police took complaints from both the parties and FIR's were lodged the next day but no one has been arrested till now.

24th February 2008

Masihi Mandir Church in Chawni area Indore was vandalized by a group of around 125 RSS people who kept shouting "Jo Hindu hit ki baat karega woh desh par raj karega." (The one who will talk of Hindu favor will rule India).

Since the Church was not having any service that time and was locked they damage though extensive did not include any human casualties apart from one Christian boy who was roughed up by 5 Hindutva goons.

The police has arrested 7 people so far.

The Masihi Mandir Church is under litigation for some time now with 4 parties laying claim to the property of the Church. Pray that this incident will unite them and they see sense in standing together at this time.

In another incident in MP, Father Joseph Kappilparampil from Ujjain diocese was arrested following complaint from the students  and was allegedly beaten up by a mob.

HE is heading the AMBODIYA parish, under which the Sanjeevan girls hostel at Ujjain is also being run.

He was released on bail on February 14th after his lawyer argued that the charges did not warrant remand.

Christians March in Pune, Maharashtra

Pune, February 18 Christian leaders from different denominations will take out a silent protest rally on Monday from YMCA, Quarter Gate, to condemn the attacks on Christian institutions in Orissa and Gujarat. They have urged Prime Minister Manmohan Singh to take steps to ensure the safety of the community.
Disrupting church services and burning churches is deplorable, especially during the festive time, and the community fears a repeat of an infamous spate of violence in Gujarat's Dangs district in 1998.
Dangs witnessed violence for ten days in December 1998.
More than 14 churches, four convents, three houses of priests and eight hostels were fully or partially destroyed besides injuries sustained by Christians in Kandhamal district's Baliguda sub-division, Orissa, they said.
Shocked at the violent incidents during Christmas, Christians in Pune will meet on Monday to take out a silent protest rally, Father Sebastian Mony of St. Patrick's Church said. There are at least 1.5 lakh Christians residing in Pune.
The rally is being organised by the Catholic Association of Pune and the Indian Christian Movement to condemn the violent attack on churches in Orissa and Gujarat, Father Mony said. The rally will begin from YMCA at 3.30 pm and wind its way via Hotel Shantai, Narpatgir Chowk, Pudumjee park, Babajan Chowk and culminate at City Church. Bishop of Pune Valerian D'Souza and Bishop of the Church of North India Vijay Sathe will participate and hand over the memorandum of their demands to Suresh Kalmadi MP and district collector Prabhakar Deshmukh at the City Church.

Politics fuels religious violence

THE blackened shell of a burnt car lies in the yard of Radha Bai's farm in this bucolic village of whitewashed houses and unhurried bullock carts in the central Indian state of Chhattisgarh. On January 16th, as she prayed with a large group of Christians, a mob of Hindu extremists arrived. They chased worshippers away, set fire to a car and ten motorcycles and, says Mrs Bai, threatened to cut her “into pieces”.

In recent weeks Hindu extremists in India's “tribal belt”—where missionaries have long sought to convert traditionally animist forest-dwellers—have stepped up a vicious anti-Christian campaign. Over Christmas in neighbouring Orissa mobs set fire to 55 churches and 600 houses. Asghar Ali Engineer, of the Centre for Study of Society and Secularism, a Mumbai think-tank, calls it the worst anti-Christian violence independent India has seen.

Ramesh Modi, Chhattisgarh state president of the Vishwa Hindu Parishad, or World Hindu Council, which propagates “Hindutva”, or “Hinduness”, says that Christians are “responsible for the violence themselves”. Missionaries in the area, he says, are converting Hindus illegally. Chhattisgarh and Orissa are among several Indian states to have laws banning forced conversions.

It is true that an expansionist evangelist movement is in full swing in India's tribal belt. Its targets are tribal people, Hindus, even Christians, many of whom say they have switched churches to join independent Pentecostal groups. Officially, fewer than 3% of Indians are Christian. But Arun Pannalal, of the Chhattisgarh Christian Forum, reckons the true proportion may be twice that. Christian converts often claim to be Hindus to keep access to government jobs and college places “reserved” for Hinduism's lower castes. Most Indian Christians are dalits, at the bottom of the caste system, once known as “untouchables”.

Mr Pannalal, whose own church belongs to the Anglican Communion, regrets the proselytising style of some pastors, and their habit of ripping into Hindu gods from the pulpit. They lay themselves open to accusations of illegal conversion. More than 230 people have been arrested on conversion charges in the state in the past two years. But Mr Pannalal says very few cases go to court “because the conversions are not forced and there is no case”.

As in other religious conflicts in India, the trouble between Christians and Hindus in the tribal belt has more to do with politics than theology. In Orissa, the Christmas violence was mostly directed at Catholics, who tend not to proselytise. But identifying religious minorities as a common enemy has proved an effective rallying cry for right-wing Hindu groups.

In December the Hindu nationalist Bharatiya Janata Party (BJP) won elections in the western state of Gujarat, where it has had a well-documented hand in the persecution of Muslims. Christians in the tribal belt believe Hindu extremists have been emboldened by its success. Later this year, Chhattisgarh itself goes to the polls. Christians fear more violence.

India's terrorized Christians

CAIRO — Indian Christians are feeling the heat of the rising Hindu nationalism in the South Asian giant.

"They came into my house waving sticks and chanting," Radha Bai, a Christian resident of Bothali village in the central state of Chhattisgarh, told The Christian Science Monitors in an interview published on Wednesday, February 6.

"They were looking for me, saying they would cut me into pieces," he added, referring to 50 Hindu extremists.

The attackers, members of a group calling itself Dharma Sena (Army of Religion), assaulted several men and set fire to 10 motorcycles and a car on January 16.

It was the latest attack by Hindu extremists against Christians in India's eastern states.

Hindu mobs destroyed 55 churches and 600 houses on Christmas in the state of Orissa.

"It is getting worse all the time," lamented Arun Pannalal, the general secretary
of the Chhattisgarh Christian Forum.

"Few of those cases go to court.

"But by then the extremists have done their job, which is to terrify people."

He said Christians often conceal their faith for fears of losing rights to government jobs and university posts.

Christians make up less than 3 percent of India's 1.1 billion population.Dirty Politics

Many blame the rising attacks against Christians on political goals, citing a rise in attacks in Chhattisgarh, ruled by the Hindu nationalist Bharatiya Janata Party, a few months before the state went to polls.

"This is a movement that stirs the religious sentiments of Hindus and then makes political capital out of it," maintains Lalit Surjan, editor-in-chief of a group of newspapers in Chhattisgarh.

Hindu leaders argue, however, that Christians have only themselves to blame for tying to proselytize people in the predominantly-Hindu nation.

"They are converting Hindus by all means possible," charged Ramesh Modi, the president of Chhattisgarh's branch of the Vishwa Hindu Parishad (World Hindu Council).

"We cannot wear bangles [an expression meaning we cannot be feminine, gentle] all the time."

With the rise of Hindu nationalism, Hindu extremists have stepped up efforts to enact legislation to curb conversions from Hinduism.

At least seven states – including Chhattisgarh and Orissa – already have laws stipulating that Hindus must inform the authorities before changing religions.The Hindu ideology holds that India is a Hindu nation and religious minorities are outsiders.

Indian Muslims, estimated to number 160 million, have had their share of Hindu attacks.

In 2002, at least 2,000 Muslims were hacked or burned to death by Hindu mobs in Gujarat after 59 Hindu pilgrims died in a train fire first blamed on Muslims but which a later inquiry concluded was accidental.

Recent videotapes showed the massacre was backed by Hindu nationalist leader Narendra Modi, recently reelected as chief minister of Gujarat, a post he has kept since 2002.

Pastor attacked in Andhra Pradesh

A mob of about 100 Hindutva activists attacked Pastor Ratnam Babu from the Kristu Aseenudu Prardhana Mandiram on January 15 in Mahalakshmi Nagar, Jagannadhapuram, Kakinada, Andhra Pradesh.

According to local sources, Pastor Ratnam Babu was attacked when the activists barged into their special gathering on the 15th night. They activists arrived with belts to beat those who attended the meeting. Because the Revenue Officer was present at the meeting, they returned after ransacking the place where the meeting was held. The next morning, the Sub Inspector along with his crew came inside the church, took away the microphone system and took the pastor and three leaders of the church to the Endu Palem, the police station where they were detained for some time.

At the intervention of some senior officials, however, the believers were released. However, the extremists keep giving daily threats to the pastor saying, "We have destroyed the churches and killed so and so, now your fate will be the same unless you leave this place"

Pastor Ratnam Babu has denied any wrong doing in his past. The community around him is supportive of the pastor and his activities.

The DSP officer of the area is supportive of the pastor and will offer his help as needed.

Suffering for Christians Continues in Central India.

16th January 2008:

The Orissa violence against Christians is hardly erased from our memory and yet again the Hindutva brigade is doing what it does best: targeting minority communities in different parts of the country.

Bothali Village, Chhattisgarh

The latest incident comes from Chhattisgarh, where in Bothali village in Dhamtari district about 100 Hindutva activists from Dharma sena (Religious army) attacked a Christian meeting causing huge damage to property and people.

A three day prayer meeting was going on at Bothali village and after the meeting was closed and people were having tea and snacks suddenly 3 trucks carrying about 100 Dharma Sena activists descended on the venue and started vandalizing. They dragged the Pastor Mohan C Thomas, from Sector 10, Bhilai, and started beating him. He received grave injuries.

The attackers proceeded to burn the shamiyana, pandal and other things. They also burned a fiat car and a Honda motorcycle during this time. Reports say that about 70,000 Rupees in cash was kept in the car which got burnt along with it.

It was not that police protection was not asked for by the Christians. They had applied to the local police station to give them protection during the prayer meetings but in vain.

Kondagaon, Chhattisgarh

Meanwhile, in Kondagaon, also in Chhattisgarh, the police arrested 7 Christians on false complaints from Dharma Sena activists alleging that a girl died after local Christians had prayed for her. Some of the names of the people arrested are Laxman Patel, Shyamlal Patel, Ramlal Patel, Charan Patel and Malik Patel.

The trouble started on the 9th January 2008, but reconciliation was reached on the 12th January 2008 due to the intervention of the local police. Soon after that, according to reports, pressure came from the capital for the police to take action against Christians in the area. So the Christians were called one by one on the pretext of questioning and arrested.

They were charged under sections 295(a) of the IPC and under section 3 and 4 of the freedom of religion bill and put under arrest. Last heard their bail application was rejected by the lower court and they were preparing to file a bail application in the session’s court.

Kunkuri, Chhattisgarh

14th January 2008:

RSS activists kidnapped Mr. Raju Soni, a Christian, from his home at about 8:00 pm. They had been keeping tabs on him for some time and on the pretext of speaking to him, they led him away from his home.

When till about 11:30 pm he did not return, his wife, also a Christian, got suspicious and went to the local police station to lodge a complaint. She found her husband over there, sitting amidst local policemen and small time RSS politicians, being pressured to give statements against local Pastors.

She was not allowed to speak to him or to meet him, but was treated rudely and turned away from the police station and asked to come again in the morning. But Raju Soni was detained in the police station for the night.

Sources confirm that Raju Soni was forced to give a statement against Christian leaders in the area that night, which the RSS activists plan to use against pastors in the area. Some pastors have even gone in hiding for the fear of being dragged into false cases.

Raju Soni was detained in the police station till afternoon the other day and was released only when he and his wife consented to the pressure put on them by RSS activists and local police to change his religion to Hinduism.

He was then taken to a temple nearby and forcibly made a Hindu. His forehead was smeared by Tilak and he was made to recite Hindu prayers. The couple now full of fear is not willing to speak to anyone.

What is surprising in this incident is the involvement of the local police. In BJP ruled states, it seems all is possible.

Barwani, Madhya Pradesh

11th January 2008

A minor dispute between brothers turned communal when one brother was incited by the RSS activists to file a case not only against his brother who was a Christian but also against his pastor and other members of the Philadelphia Church.

9 people were arrested under Sections 151, 294, 323 and 506 of IPC and Section 3 of the Dharma Swatantrata Adhiniyam and were kept under custody for 5 days. It was only after 6 days that they were able to finally get a bail.

Fact Finding Report from Bishop Samantaroy for Orissa.

Dear Friends,

Greetings From Orissa ! This is just to say that God was so gracious to me and our team during our visit to different areas in Kandhamal (Phulbani) district. I reached Bhubaneswar on 5th morning and after a few preparations left for G. Udayagiri (the Phulbani Diocese Headquarters) with my friend Mr. B.D. Das, an Orissa High Court advocate. Two other representatives of the National Council of Churches in India Ms. Sagarika and Mr. Bharat joined us at a place near Berhampur. We reached G. Udayagiri after midnight and were received by Bishop B.K. Nayak. We came to know that curfew was declared at Balliguda and Barakhama from 7:00 am to 7:00 pm on the Sunday. Therefore at 8:00 am on Sunday were proceeded to visit areas that were free from curfew. (A Christian journalist Mr. Anto working for the Council for World Mission, Bishop B.K. Nayak and Mr. Pitara Digal from Kalinga joined our group). We visited Kirpakia, Sirtiguda, Simonbadi, Daringbadi, Kandpa, Dasingbadi, Shikarmoha and Brahmonigaon. Initially we found most of the places deserted but the people started to gather around us when they came to know we were representing the church. Every individual was eager to narrate stories of terror, anguish and suffering. Many of the them couldn’t hold their tears as they talked to us. We took photographs and vides at each place and collected necessary data and documents and returned to G.Udayagiri in the late evening. We were so shocked and disturbed to see the church buildings and people houses burnt and their belongings totally destroyed sleep didn’t come so easily.

On Monday we left for Barakhama knowing well that many important state and national leaders were denied entry to Balliguda and Barakhama. However, we went ahead trusting in God’s providence and protection. We reached Barakhama without any hurdle and went directly see the Churches first. The churches were badly damaged and rendered totally irreparable. Within few minutes a big number of Christians belonging to different denominations gathered. I could recognize most of them and even remembered their names. I didn’t quite know how to greet them as we were meeting just after Christian and New Year but in a sad situation. The local leaders told us how they had to run for their lives when thousands of armed attackers came rushing towards the church. We divided our team and started visiting different areas assessing the damage. Most houses were not only burnt. NOTHING WAS LEFT TO BE RECOVERED. We saw rice-grains still burning (after a days) in two houses. Two tractor, one auto rickshaw, Motor Cycles, sewing machines bicycles, T.V. other valuable equipments were destroyed by fire. The attackers plundered the houses and took a way money, ornaments and other valuable. When the time of our departure came we gathered to pray. I could hear some people sobbing during the prayer. Our next visit was to the Balliguda Churches. We visited the Balliguda CNI church, the Roman Catholic Church (St. Paul) and the Convent. In the R.C. Church we were pained to see not only the statue of Jesus and Mary burnt and broken but also the Holy communion vessels destroyed by fire in front of the church.

The whole campus of the Convent was a scene of great destruction. The Clinic, Computer Center and the Children’s Hostel were attacked with vengeance. We talked to the sisters who were inside the building when the attacks took place. The miscreants put fire to the ambulance and threw a gas cylinder into it hoping it would burnt. The vehicle was completely burnt but fortunately the gas cylinder didn’t burst. The Convent staff were seen busy cleaning the Hostel as the children had come back from hiding. The sisters told us that they were not going to leave under threat as they felt they were needed most to serve at Balliguda.

As we left Balliguda our hearts were burdened with so many stories and impressions. We realized we had to get back to Cuttack and send out photos and reports to all of you to know the actual situation. We came to Bherhampur last night and met the local church leaders this morning. Now we are back at Cuttack compiling our report before I return to Amirtsar tomorrow. It is already 3:00 am so I need to stop and send you the same. I will edit the video and send you a copy only if you wish to receive one.

Please pray for the affected people as they are still traumatized. The relief is scanty and the people are in dire need of blankets, clothes, soap, milk powder and other essential commodities. Distribution of relief materials is banned by the Govt. so the urgent need is to collect money and hand over to the local relief co-ordination Committee either directly or through the Utkal Christian Council (regional branch of the NCCI) so that people can by things for themselves.

So far the Govt. has not made any announcement for the reconstruction of the church buildings. I feel we need not beg the Govt. to rebuild our churches. We can do it ourselves.

ORISSA COMMUNAL VIOLENCE

Findings

1. It appears that the violence was a pre-planned act . The district collector and superintendent of police of Kandhamal district and local police had prior knowledge of a group of people intent to fan communal riot. However they opted to be silent in stead of taking any preventing action. The district administration is equally responsible for gross negligence of duty .

2. It appears that the furniture of the Churches were dragged out, lit into a grotesque sculpture in the presence of the police . The police witnessed the entire episode , remained silent and allowed it happen. When the Roman Catholic church was burnt at Baliguda , opposite the street the fire station witnessed the incident, but did not intervene. This shows the step motherly attitude of the district administration to the minority community.

3. It appears that till date people remain still missing. The post violence trauma has resulted many people suffering from psychiatric problems .The official deaths are three and unofficial sources claim much more than that . however the death counts are yet to finalized by the administration. This shows the inefficiency of the district administration.

4. It appears that the administration has failed to adequately respond to immediate needs of people. Relief provided by the Government to the victim is grossly inadequate . One thin blanket for one family consisting of 6 members are just inadequate . Rice and Dal is being distributed in the relief centers for adults. No provision have been made for the babies and lactating mothers. The victims , who have taken shelter in forest and schools need soap, oil and winter clothing. The administration does it allow any NGO and churches to intervene in this area for the reason best known to them. Confidence of the minority community is lost for this act of the government. From the past 10 years records revealed that this kind of situation had also prevailed earlier , but because of right kind of intervention by the district administration the situation was brought to normalcy within few days. For centuries the church has been playing pivotal role in philanthropic activities. It had also intervened for relief and rehabilitation of the communal victims irrespective of caste , colour and religion. But the present administration neither distributes the relief properly nor it allows other to do it .

5. It was reported that the police refuses to accept first information reports (FIR) from the Christians . It is also reported that no FIR copy is being given to the informant as per law. People still live in fear psychosis to go to police station . It is also reported that false cases have been registered against Christians U/S 302 and 395 and many other sections under the IPC. In a riot hit area like Barakhama, if thousands of people armed with deadly weapons attack the village, the only option for the victim residents to flee from the site to save their lives . It is obvious that during riot when people climb to the roof , there is probability of causality. It is impossible for handful of people to face thousands of riotous people and to escape from there hand after killing a person . Therefore the allegation and cases filed against church leaders are not sustainable. On the other hand in Brahmunigaon, cases have been registered U/S 395 ( Dacoity ) which is far from belief. In case of communal violence , there can be attack and counter attack , but not certainly Dacoity. On the other hand the police has not registered the case with proper section against those who attacked Christians. Hence church leaders who have been falsely implicated because of false FIR will suffer unnecessarily. Therefore the FIR has to be challenged and Criminal Cases be filed before the SDJM with proper section of the IPC against the accused persons .

Secular Organizations held Dharna to Protest Communal Violence in Orissa and Devas, M.P

BHOPAL: More than 250 people from different walks of life staged a dharna (sit in) at Roshanpura Square here on Wednesday to protest against the communal violence in Orissa and Dewas, M.P.

The dharna, according to the participants was also staged to exhort all the peace loving people to come forward to protect the nation’s democracy.

The communal violence at Orissa and Dewas had shown the ugly face of communal hatred. This should be nipped in the bud, said, Javed, a member of a social organisation Yuva Samvad.

According to him, unless, the right thinking people come forward to raise voice against such elements trying to divide the people on communal line, it would spell disaster to the country’s democracy and its pious tenets of secularism.

The troublemakers, he feared were trying to infuse the poison of communal hatred as a preparation trial to the Assembly elections scheduled in the state later this year. He appealed to all the right thinking people to fight against the menace of communalism in unison.

Kumit Singh, Secretary, Sarokar,( an Organization working for communal harmony), wanted stern action against such people and organizations which spread disharmony in the society.

“Such people are mentally ill we need to treat them”,she added. The communal violence in Orissa where Christians were forced to flee in the forest on the eve Christmas was a shame on the nation as a whole.

The hooligans besides killing people also set Christians house, Churches, convent and other establishment on fire, he regretted. So was the cases of communal violence in the state including the recent incident in Dewas against Muslims. It is to be recalled that in Devas recent communal violence was the result of the killing of a former functionary of an Organization. This was proved that the real culprits were belonging to the same religion but to insight violence it was looked from the communal point of view Such violence, she said would be curbed only when right thinking people come forward to stop the trouble mongers.

Those trying to divide the county on communal lines would not succeed said L S Hadenia adding that the country was secular and would continue to remain so.

According to advocate J P Danopay, the BJP government in the state was trying to follow the Gujarat model to retain power in the state. The BJP, he suspected would adopt an aggressive Hindutva in ensuing assembly polls in the state.

The spokesperson of Catholic Church in M.P, Father Anand Muttugal said, the BJP’s success in Gujarat was the charisma of Chief Minister Narendra Modi and development he had ushered in. The hard core Hindutva, he said failed in Uttar Pradesh and other states. However, he cautioned the people against the gradual rise of communal hatred in country.

Speaking on the issue L.S Herdenia said,” those trying to use communal violence will not succeed in it because the mind of India is secular.”

Round fourteen organizations together are organizing this Dharna. Christians under attack

For a country that swears by secularism attacks on the minority communities is a matter of deep concern. The outside world cares little if these attacks are sporadic or frequent. For the world it matters even less if the offence against the minorities comes from the state or a small organised section of fundamentalists among the majority community, even if that is true in most cases.

The history of Hindu-Muslim clashes is old and looks intractable. Though few and far between, there have been Hindu-Sikh clashes. And in recent years the Christian community has also been subjected to frequent attacks in a number of states. It hardly lessens the guilt that the clashes are more or less confined to small tribal belts in one or more states. The crimes against Christians have included murder, arson and rape with the law enforcing agencies unable to take preventive action despite intelligence warnings of impending trouble.

Christianity in India is nearly as old as the religion itself. The oppressive caste system in the majority community was one of the factors that led to its expansion in India over the centuries. The community has a high percentage of literacy and is known to be peaceful and docile with no history of enmity with other communities.

Orissa had shocked much of India and the outside world in 1999 when a 58-year old Australian missionary, who had worked among leprosy sufferers for 34 years, and his two sons aged 10 and 8 were burnt alive by a Bajrang Dal mob, led by Dara Singh who saw his death sentence commuted to life imprisonment even as he refuses to express any regrets for what he did.

More shocking was the effort of the BJP-led NDA government of the time ruling at the centre not to take a serious note of the crime because the perpetrators belonged to the Sangh Parivar to which the dominant party in the ruling coalition owed allegiance. One union minister in the coalition, a Christian to boot, appeared eager to dilute the allegations against the Bajrang Dal. The then prime minister tried to sidestep the issue by saying that the matter needed a national debate; a formula that he wanted applied to Gujarat too. He later went on to claim that reducing communal violence was one of the great achievements of his government!

The Orissa incident was condemned worldwide, much to the embarrassment of the country though not the Sangh Parivar. The Human Rights Watch (HRW) accused the NDA government of failing to prevent violence against Christians and compounding that lapse by ‘exploiting’ communal tensions for ‘political ends’. In a 37-page report, it said that attacks on Christians had increased ‘significantly after the BJP came to power (at the centre) in 1998’.

The BJP-led government at the centre has since gone but that has apparently not reduced the tension between the Hindu fundamentalists and Christians in the tribal belts of Orissa as well as some nearby states in eastern and central India. With nearly 95 percent of its population Hindu, the minorities constitute a very small number of Orissa’s population. Even among the scheduled tribes in the state, over 88 percent are Hindus and only a little over 7 percent are Christians.

Attacks on such tiny population in one state cannot be justified on any ground. The entire tribal belt in Jharkhand, Madhya Pradesh, Chattisgrah and Gujarat, where Hindu-Muslim tensions have taken a dangerous turn in recent years, is equally afflicted by Hindu-Christian tensions. Rajasthan is another state to witness Christian bashing and not just in remote villages but also in some of the big towns.

If the Sangh Parivar is to be believed proselytiser priests are at the root of the clashes with the Christians. The Christians deny the charge that they offer inducements or force the largely illiterate but poor and neglected people in the tribal belts to convert. There is no justification for use of force or even any kind of inducement to convert a person. But by the same token ‘re-conversion’ can also be faulted. Several Indian states, Orissa among them, have laws that ban forcible conversions. How many times have acts of ‘forcible’ conversions been brought to the notice of police?

But assuming that even the police cannot altogether prevent conversions that result out of ‘force’ or some allurement, there is a more important related aspect to the proselytising controversy. Even the Sangh Parivar says that almost all the cases of ‘forcible’ conversion are reported from among the Adivasis who are among the most backward. The booming economy has not made much difference to their lot. They are not considered part of the mainstream and they hardly command any respect from the caste-ridden society.

If anyone or any group is really concerned about the Adivasis they should be really emulating the Christian missionaries in reaching out to them, spreading education and attending to their sick and hungry. It is only in the last few years that the Sangh Parivar has tried to reach out to the Adivasis but with a political agenda—wean them away from rivals and enlist them as supporters.

The Sangh Parivar may have opened schools in the tribal belt of a few states but it is yet to match the missionaries’ efforts in opening health care centres. No Sangh Parivar member has, for instance, rendered the kind of service to the lepers in Orissa’s Adivasi belt that Graham Staines, the Australian missionary killed in Orissa in 1999, did?

If Hindu fundamentalists are really concerned about forcible conversion they have to adopt a two-pronged strategy to stop it. Give the poor their self-respect and meet their needs for some of the basic facilities like schools and hospitals—and jobs.

Unprovoked attacks on the Christian community whether in a remote village or in towns will not serve any purpose other than defaming the country and weakening its roots.

Christian attacked in Rajasthan

A group of Hindu activists attacked a group of Christian families on Sunday in Kharbar District of Udaipur, Rajasthan, in India.

The incident took place at around 9.00pm local time during a prayer meeting which was being conducted at the house of a believer named Naru, reports the Evangelical Fellowship of India (EFI).

Around three Christian families had come to attend the meeting.

The attackers surrounded the house and then barged inside the room and started beating the families present.

Several people were injured severely in the incident, and Naru was tied down in a room by the activists.

The local Christians are trying to contact the Inspector General of that area and are also in the process of sending a report to the state minority commission.

The local police have refused to release any information regarding the incident.

The EFI's General Secretary, Rev Dr Richard Howell, "Pray for the injured believers and that the miscreants would be caught and be brought to justice."

RESEARCH & FACT FINDING REPORT BASED ON VISITS TO KANDHAMAL, ORISSA IN THE AFTERMATH OF ANTI-CHRISTIAN ATTACKS

PREFACE: From January 3-5, 2008, a fact finding team from the All India Christian Council (aicc) Orissa chapter surveyed extensively & visited all the villages and places in Orissa attacked since December 24, 2007. Team members included: Rev. Dr. Pran Ranjan Parichha, aicc Orissa Chapter General Secretary; Mr. Harish Chandra Arisalya, Human Rights Activist; Rev. Abhiram Keshari Singh, Associate Secretary, aicc Balasore District Chapter; Rev. Samaresh Naik., Secretary, aicc Balasore District Chapter.
They found that the VHP (Vishwa Hindu Parishad) instigated the attacks and carefully targeted Christians throughout Kandhamal District, Orissa. Most of the Christians were Dalits. Here is a summary of findings from spot visits, interviews, and personal talks with victims as written by Mr. Harish. [Note: we have used the local spellings for some villages which may not be the official English version.]

A. DEATHS:-
There are different figures given by different people on the number of deaths from the minority (Christian) community. No figure is wrong, in a sense. The ground reality is many people are still underground or hiding literally in the forests to escape attacks & possible death from VHP cadre. Those who are missing in the villages may be alive in the forests or at nearby villages, or killed and their dead bodies are taken away or kept secret by the VHP cadre. This truth can never be ruled out.
During our visit we have interviewed and found names of four confirmed dead.
1.  Bhogra Naik – Male – 50+ years – village Barkhama. I have visited his broken house and met with his eldest son. Photograph of his son is available. He was a Christian and killed by the VHP cadre.
2.  Tileshwar Mistri – Male – 42 years – village Kasupanka GP, Hatimunda. He was killed by the VHP mob.
3.  Rajesh – Male – 22 years - from Alanjori GP. Christian young man killed by the VHP mob.
4.  Kundan Mantri – Male – 21 years – Jholasahi village. Died of firing (gunshot).
The VHP cadre is making all efforts to hide / destroy dead bodies of Christians killed by them to avoid death record.
B. SERIOUSLY INJURED:–
6 (SIX) Christians were strangulated and fired at by the VHP cadre.
They are hospitalized.

C. OTHER VIOLENCE: DESTROYED, LOOTED, ROBBED & MOLESTED:-
We have numerous pictures of property that was destroyed, burnt, and made to ashes. You will see only heaps of ashes, charcoal, and marks of black smoke in many churches and Christian institutions.
Total no. of churches burnt, destroyed:- 95
This includes all village churches and churches of all denominations.
Total no. of houses set on fire and completely destroyed:- 730
(In Barkhama village alone:- 415 houses.)
In most of the villages the VHP miscreants not only destroyed the houses but looted gold jewelry, cash, and valuables.
They did not spare ladies. Whomever they caught, they molested.
D. SLOGANS USED DURING ATTACKS:-
We have asked at all the villages regarding the slogans given by the attackers. Following are the slogans given by them during and after attack and killings. This is a fact.
A) Bajrang Dal Jai [Hail Bajrang Dal! (Bajrang Dal is the youth wing of the VHP)]
B)  Hindu Hindu Bhai [Hindu Hindu Brother]
C)  Jai Shriram [Hail Shriram! (Shriram is a Hindu deity)]
D)  Jai Shiva Shambu [Hail Shiva Shambu (Shiva Shambu is also a Hindu deity)]
E)  Jai Bajrang Dal [Hail Bajrang Dal!]
F)  Only Hindus to stay here – no Christians to stay here
G)  Bharatmata ki jai [Hail mother India!]
H)  Bajrang Dal  ki jai [Hail Bajrang Dal]
I)  Kill Christians
E. WEAPONS USED BY ATTACKERS:-
The VHP cadre attacked with guns, knives, trishuls (a tri-tipped spear), bombs, and other lethal weapons. Many of them had tied a yellow ribbon on their heads and put vermillion on their foreheads.
F. VHP LEADERS:-
Based on our research, the following people/groups were behind the attacks.
1.  Chitta Bindhani – this man is not a local. He is not from Kandhamal district. He is actually from Jajpur district which is part of the coastal belt. This belt is the stronghold of VHP.
2.  Bhagaban Panda – VHP leader of Kandhamal who co-masterminded this operation.
Both were staying adjacent to Hanuman Mandir at Balliguda town. They are not locals but settled in Kandhamal and have been instigating threats against innocent tribals and Dalits for some time.
3.  Kui Samaj - local leaders of the alliance of VHP which agitates for caste and reservation status for the Kui speaking people.
G. DISTURBING FACTS ABOUT THE ATTACKS:-
FACT  -  1. BARKHAMA CHRISTIANS SUFFER GREATEST ATTACK
Barkhama is a village about 12 kms away from Balliguda town sub division in Kandhamal. This village has Hindu majority but there are 450 Christian families. Out of 450, 415 houses belonging to Christians were completely smashed. This village has 7 churches of different denominations. All churches had well constructed buildings and six of the seven were seriously damaged.
FACT – 2. POLICE INACTION AT BARKHAMA
Barkhama village was attacked two times – on 24th & 25th December 2007. The sub division police head office is only about 12 kms away at Balliguda. But the police came only on the 25th night at 11 pm. They took no action but remained as silent spectators and went back. This was the exact repetition of the Gujarat carnage and its methodology.
At Daringbadi, people also witnessed police watching vandalism silently as if they are watching a Hindi movie. This also was reported in Baminigaon. These are clear examples of police helping the VHP in the operation.
FACT – 3. CONSPIRACY TO HIDE DEAD BODIES
We believe there is a conspiracy to hide the bodies of Christians killed by the VHP cadre in order to destroy evidence of deaths in the Christian community. Many are missing -- both adults and children -- in every village.
FACT – 4. PLACE OF WORSHIP VS. CREMATION OF THE DEAD
Every year at Barkhama village, all the 7 churches join together and conduct a combined Christmas Eve & Christmas Day service on open ground belonging to the church. This year just as the service was over on Christmas Eve the VHP cadre attacked the congregation.
They burnt the pulpit and ransacked the church buildings. On that day an old Hindu person had died naturally. In order to desecrate the place of worship of Christians the VHP cadre brought the dead body and cremated right in front of the pulpit. The ashes of the dead body remain there until today. We have a photograph. Yesterday, 6th Jan the Hindu community had a puja (worship) to mark the 10th day of the death. [Due to curfews and other restrictions, the celebration was delayed slightly.] This was not at the church ground but was intended as an insult and disrespect to the faith of the Christian community.
FACT – 5. FIRST DEATH
Bhogra Naik, a Christian, was killed and his body cut into three pieces. I talked to his son, Bipse Naik, and visited his destroyed house. The dead body was retrieved by his family and buried on his own land.
FACT – 6. PASTOR ADAM NAIK: EYE WITNESS
Pastor Adam Naik of Barkhama village was the chief speaker of that combined Christmas service. He ran for his life and is alive today. We talked to him over the phone. Both Bhogra Naik and Adam Naik were running for their lives. But Bhogra Naik could not run fast enough and succumbed to death by the VHP cadre. Adam Naik saw Bhogra brutally killed and heard him screaming for help.
FACT – 7.  PASTOR'S WIFE MISSING OR DEAD
Pastor Krushna Chandra Digal and his family with three kids left home and ran for their lives. All went to the nearby forest in different directions with the crowd. They lost track of each other. After two days in the forest, the pastor started searching for his family. One by one he found his three children but till today his wife, Mrs. Sabita Digal, is missing. She might be killed or alive -- nobody knows. This is only one example, and there are more people. This is the reason no one can give now a definite figure on the death toll.
FACT – 8. NO MEN AT BAMINIGAON VILLAGE
Baminigaon village was the epicenter of this violence against Christians. Today you will see only women at the village and relief camps, but no men. All the men have gone into hiding in the forest to save their lives and to avoid the police, atrocity, or arrest. Nobody knows how many of them are alive in the forests.
FACT – 9. TIGER & BEAR SIGHTED IN JUNGLE
The people of Barkhama ran for their lives to the nearby jungle (forest). The name of the jungle is Kade Dangar Hill. Many families stayed for 3 nights in the jungle. Some slept under trees and behind huge rocks. It was difficult to manage in the cold of the season. Two times they saw tigers passing by and once a bear passed by. People spent the nights unharmed. This was the testimony of Pastor Lalit's wife, Mrs.Sadhaban. She was with her 4th standard girl, Rolly.
FACT – 10. LICKING LEAVES FOR WATER
During their stay in the forest, people did not get water to drink. Adults managed but kids were helpless. So they licked the dew on the leaves of plants and trees to quench their thirst. The children survived and returned to villages, but many asked what is the government doing to help?
FACT – 11. MEDIA REPORTS
Except NDTV and ETV, the TV and print media did not seem aware of the facts. They were giving biased reports, figures, and stories from VHP sources. There was no impartial report and "news" in the true sense of the term. The ETV reporter went to the forest and covered the condition of the people hiding there. Immediately he was shifted to other place by the media. The name of the reporter is Mr.Panda. Thus, we request people to please do not rely on the facts & figure of the media.

FACT – 12. CHURCH VANDALISED AND GOAT KILLED
In Baminigaon, the epicenter of the violence, the VHP cadre attacked the Roman Catholic church and all the adjacent houses of the priest & nuns. They took away one goat from a Christian family and butchered it to get the blood. The whole mob used that blood for Tilaks (forehead marking) and shouted "Jai Bajarangbali" [Hail Bajrang Dali! – the VHP youth wing] and "Jai Shriram" [Hail Shriram! – a Hindu deity]. Later, with that blood mark on their foreheads, they started attacking & looting other Christian houses.
FACT – 13. HOLY COMMUNION TRAMPLED
While destroying the Roman Catholic church building and attacking those inside, they brought out the holy communion elements – bread, grape juice, containers, and distribution cups. They crushed these articles under their feet. This is a great barbaric and insulting act.
FACT – 14. RECONVERSION PLOT – TONSURED – GOAT BLOOD
Under Balliguda tehsil is Kutikia GP. The Christian families are very few in number here. There was a small church that was attacked. The pastor, Rev. Kalia Mani Digal, and 12 Christians were forcibly taken to a field and were tonsured (heads shaved) because they refused to deny their Christian faith. Later all of them were told to eat raw rice mixed with goat blood in order to become Hindus.
FACT – 15. OFFICIAL PERMISSION OBTAINED
The youth wing of Dr. B. R. Ambedkar Banik Sangha at Baminigaon applied to the government authorities and obtained the required permission to hold worship & meetings with P.A. system and a stage on Christmas Eve and Christmas Day. In spite of that, the minority Christian community was attacked.
FACT – 16. WHO IS THIS LAKHMANANDA SARASWATI
He is not a tribal from Kondhmal district. He hails from a small village near Talcher of Dhenkanal district which is in the central part of Orissa. He murdered someone in his locality and had a fight in his family, then he ran away. Many years ago, Kondhmal was a peaceful district with tribals and Dalits. This man took shelter here and joined the VHP. He established an ashram at Chakkapada and became the mouthpiece of the VHP for Kondhmal.
FACT - 17. ONLY CHRISTIAN HOUSES WERE CAREFULLY DESTROYED
Their (VHP) strategy was so meticulous that if a Christian office (i.e. World Vision) was in a rented house of a Hindu, they did not attack that house but brought out everything on the road and then set it on fire.
H. POLICE RESPONSE:-
In all the villages we have visited, people testify that the attacks, destruction and looting was done in the presence of police. Police did not prevent the situation and they could have taken action.
There was one exception. In Balliguda town there was a police sub-inspector from the Christian community. He used to warn the Christian community of Barkhama village of a possible attack by the VHP. Even on that fateful day (Dec. 24, 2007) he told the pastors to leave the village and run for their lives. Next day the said inspector was transferred. Even today we believe the police are shielding the VHP cadre.
I. THE SCENARIO TODAY:-
The present situation in most villages is like a man-made desert. Everywhere there are heaps of ashes, charcoal, and broken pieces. People cannot believe the VHP's:-
•  well planned attack
•  organized vandalism
•  pre-planned looting, arson & robbery
•  meticulous destruction
•  local police as silent spectators
•  sheer devastation
•  quick destruction
•  barbaric mutilation
The situation right now feels like after a war. During this winter people will now be deprived of a roof above their heads. If you make a round through the villages, you will feel & hear testimony from victims that one of the following things is true:
a) India is not a democratic country or
b) there is at least no rule of law in this place
c) or Hindu fundamentalists are on the ruling throne of the nation
Many are still in hiding or missing, and there is still much fear. We appeal for assistance and justice in light of these horrible events from Dec. 24, 2007, til now, Jan. 7, 2008.

Churches seek permission to disburse relief in Orissa

NEW DELHI (ICNS): The Churches of India have asked the Orissa government to allow credible organizations such as the Catholic Bishops’ Conference of India and National Council of Churches of India to disburse relief in the riot-hit areas.

“We demand that credible national organizations such as CBCI and NCCI should be permitted to send their team of people to meet with the affected people to express solidarity and provide relief materials meant for all people irrespective of caste and creed,” a joint statement of the United Christian Forum comprising of National Council of Churches of India (NCCI), Catholic Bishop’s Conference of India and the Regional Utkal Christian Council said.

The note was jointly signed by Bishop DK Sahu, General Secretary, National Council of Churches in India, Archbishop of Cuttack-Bhubaneswar Archbishop Raphael Cheenath, CBCI spokesperson Rev Dr Babu Joseph and Bishop Samson Das, President Utkal Christian Council

“The hapless victims of violence had to take shelter in forests for many days without proper food and sanitation. As of now few have turned either to relief camps or to their relatives, but the situation is far from satisfactory as those in camps are receiving inadequate supply of quality food and clothing, and the living conditions are less than hygienic,” the statement said.

‘While acknowledging the steps taken by the State Government for rehabilitation package and ordering a judicial inquiry, we strongly demand for a CBI enquiry into the whole incident and fix responsibility on organizations and individuals that are behind this most unfortunate human tragedy,” it added.

The statement said the forum “takes serious note of the development in Kondmal District of Orissa where communal harmony was seriously disrupted on the occasion of Christmas 2007.

“The people of Kondmal district belonging to different religious communities have been living in peace and harmony for several decades. However with deep regret we note that the Christmas celebrations of 2007 were rudely interrupted by some lawless elements initially at Brahmingaon and the matter should have been sorted out immediately by the administration with prudence,” it said.

It noted that, “Due to lack of timely intervention by the district administration despite prior information, the situation went out of control and communal elements took the fullest advantage of the situation which resulted in large scale arson and rioting.

“We strongly condemn the violence, destruction and desecration of places of worship and burning of houses belonging to innocent people. We would like to place on record our findings of the damages caused in the communal flare up in Kondmal district,” the statement said.

Vandals in Orissa

December 25 2007: Seven churches, Catholic, Protestant, Pentacostal, Independent ... burned in Barakhama village, Kandhamal district, central Orissa.

December 23, 2007: Hindutva (Hindu supremacist ideology) affiliated Adivasi (tribal) organisations organised a march, rallying, "Stop Christianity. Kill Christians."

A Dalit (formerly "untouchable" groups) Christian leader testified, "We went to the local police and informed them of the situation. They assured us that things would be under control. On December 24, in the daytime, we heard voices of Bajrang Dal, Vishwa Hindu Parishad (VHP), Rashtriya Swayamsevak Sangh (RSS), Shiv Sena people, chanting, ‘Hindu, Hindu, Bhai, Bhai’; ‘RSS Zindabad’; ‘Lakshmanananda Zindabad.’ They shut down shops. That night they felled trees to block roads, severed power and phone lines. On the 25th, we went to the inspector-in-charge of police again. On the 25th, at 2.30, about 200 of us sat down to Christmas prayer at our church, and around 4 p.m. we heard the mob approach."

The mob, about 4,000 persons, many bearing symbolic tilaks (religious mark on forehead), belonged to various Sangh Parivar (Hindu nationalist, militant) groups, named above, inciting local Hindus into rioting. Estimates state 20 per cent of the mob comprised people from Barkahama, 80 per cent from surrounding Baliguda, Raikia, Phulbani, as far away as Beherampur. "They broke the door to our church. We ran. We fell and kept running." Women and men were intimidated and assaulted. Cries rent the air. "Christians must become Hindu or die. Kill them. Kill them. Kill them. Gita not Bible. Destroy their faith."

The crowd carried rods, trishuls, swords. They used guns, a first in Orissa. Predominantly middle class caste Hindus participated in looting, destroying and torching property. Handmade bombs started the fires. Breakage was systematic. Women and men hid for days in forests, later seeking shelter in Baliguda town relief camp, returning to decimated Barakhama on January 2. Engulfed in soot and sorrow, people attempted to function amid charred remnants. A woman said, "Everything burns down and we are left with nothing. How little our lives are made (of). How alone we are, so far away from everything."

In Baliguda, in one church, furniture was dragged out, lit into a grotesque sculpture. The private violated in public, made spectacle. A Catholic church burnt, opposite the street the fire station witnessed the incident, but did not intervene. A cow, dragged from a shed, set afire, was beaten to death, identified as "Christian."

Targeted: Bammunigaon, Bodagan, Daringbari, Goborkutty, Jhinjirguda, Kamapada, Kulpakia, Mandipanka, Nuagaon, Phulbani, Pobingia, Sindrigaon, Ulipadaro villages. Convents, presbytery, hostels, a minor seminary, vocational training centre. Organisational offices, as that of World Vision. Two churches in Chakapad. Christian religious services were not permitted in Phulbani. A Hindutva mob surrounded Tikabali police station, two jeeps were torched.

Independent investigators charge that the violence was planned, that the police had prior knowledge of Hindutva groups’ intent to riot. The pertinent district collector and superintendent of police have been transferred, not discharged. A Judicial Review Commission (JRC) chaired by a former (not sitting) judge has been appointed by the government of Orissa to investigate the riots. Its power or legitimacy is in question. The Central government did not appoint an inquiry by the Central Bureau of Investigation, even as it is apparent that the very administration that failed to contain the riots and delayed deploying adequate forces, and whose officials at the district level may have been involved in its execution, cannot administer justice.

Hindutva activists have lobbied the JRC to organise its terms of reference premised on the claim that an attack on Lakshmanananda Saraswati, a Hindu proselytiser, by Christians in Bammunigaon started the riots. This timeline is falsified.

Sources state Hindutva groups planned Christmas day strikes, organised vandalism of Christmas symbols, and incited rioting. Christians in one area responded with reciprocal, not proportionate, violence. Dominant rationale reduces this to majority vs minority communalism.

Rather than focus on systematic targeting of Christians, their overwhelmingly peaceful submission to Hindutva’s violence, and vast structural injustices and differences in relations of power between majority and minority, the scrutiny appears to be focused on the failure of all Christian groups to simply submit to dominance.

The Kandhamal riots were not unexpected. Saraswati has been overseeing Hinduisation there since 1969. Adivasis, Dalits, Christians, Muslims are targeted through social and economic boycotts, forced conversions to Hinduism, and other violences. The Orissa Prevention of Cow Slaughter Act, 1960, deployed against Muslims; Orissa Freedom of Religion Act, 1967, against Christians. In 1999, Mayurbhanj Catholic priest Arul Das was murdered, followed by destruction of Kandhamal churches. In 2004, Raikia Catholic Church was vandalised, eight Christian homes burnt. In 2005, converting 200 Adivasi Christians to Hinduism in Malkangiri, Saraswati stated, "How will we ... make India a completely Hindu country? This is our aim and this is what we want to do." In 2006, celebrating RSS architect Madhav Sadashiv Golwalkar’s centenary, presided by Saraswati, seven yagnas (sacrifices) were held, culminating at Chakapad in Kandhamal, attended by 30,000 Adivasis. Between July-December 2007, Hindutva rallies across Kandhamal raised anti-Christian sentiments.

Hindutva leaders rumour, "Phulbani-Kandhamal is a most important Christian area in Orissa with rampant and forced conversions." The Christian population in Kandhamal district is 117,950, Hindus number 527,757. Sangh leaders claim, "By VHP data there are 927 churches in Phulbani district built on illegally taken land." Church leaders respond there are 521 churches. Orissa Christians number 897,861, 2.4 percent of the state’s population. Constitutionally authorised, the Hindu Right inflates conversions to Christianity. This circulates in retaliatory capacity even among progressive communities, who fixate on conversions as contributing to the communalisation of society, debilitating to the majority status of Hindus. Muslims are seen as "infiltrating" from Bangladesh, looting livelihood opportunities, dislocating the "Oriya/Indian nation," non-Hinduised Adivasis and Dalits as "unruly."

Hindutva legitimates violence as patriotic response. The Sangh uses local militarism (Kandhamal) as consort to state controlled militarization (Kashipur, Kalinganagar). Hindu cultural dominance organises Hindu nationalism. Orissa amalgamated as a Hindu state between 1866-1936. The absence of structural reforms and assertion of Hindu elites define post-colonial governance. The Sangh has proliferated into 10,000-14,000 villages, operating 35-40 major organisations, with a massive base of a few million. A Balasore district Shiv Sena unit formed the first Hindu "suicide squad." The Hindu nationalist BJP-BJD coalition yields power. The Hindu Suraksha Samiti organises against Muslims. Revolting slogans, "Mussalman ka ek hi sthan, Pakistan ya kabristan (For Muslims there is one place, Pakistan or the grave)," perforate neighbourhoods.

In Kandhamal, Hindu militant groups, neighbours, police, chief minister, Central government acted with egregious impunity. People remain missing, death counts inaccurate. The police refuses Christians seeking to file first information reports. The Baliguda relief camp is skeletal. Despite continuing tensions, police presence has abated. Confidence building steps are absent. Relief, compensation, reparation are incommensurate with the extent of social, psychological, and economic losses of communities. Political parties, focused on politicking the issue, fail to respond to immediate and long-term needs of people.
